They post a "newgroup" control message with distribution uk, thusly:

	inews -d uk -C new.group.name moderated

but the trick here is that moderated groups have to have aliases of
the form

	new-group-name

installed in the mail system at the backbone host - which is us.

I suggest that if the people at Glasgow want you to do this, you
put the aliases into the "moderators" file along with spaf's list.
